Program Scope: What’s Included

The 2026 program includes a package of roadway improvements designed to improve safety, extend pavement life, and strengthen stormwater performance. 

  • Infrastructure replacement: concrete curbs, sidewalks, and depressed driveway aprons 
  • ADA accessibility: ADA-compliant curb ramps with detectable warning surfaces and concrete cheek walls (as needed) 
  • Drainage improvements: replacement of inlet tops, frames, and grates 
  • Pavement restoration: base repairs, 1.5-inch asphalt milling, then a new 1.5-inch wearing course 
  • High-visibility markings: fog lines, double yellow, dashed dividers, and white hot thermoplastic legends (e.g., “Left” and “ONLY”) 

The bid details emphasize that prioritizing sub-surface drainage and base repairs helps prevent premature potholing and extends the life cycle of the asphalt wearing course. 

Road Locations: Base Bid and Alternate Bids

Roadway segments were selected through a data-driven process and are divided into a Base Bid (high-priority) and Alternate Bids that may be awarded depending on funding outcomes.

The bid details describe the 2026 program as revitalizing approximately 1.85 miles of roadway (1.54 miles Base Bid and 0.31 miles Alternate Bids), combining drainage upgrades, ADA accessibility, and pavement restoration to support a safer and more resilient transportation network.

Budget & Funding

The program funding is described as a split between the Highway Aid Fund and the General Fund, with an emphasis on maximizing Liquid Fuels (Highway Aid) dollars to protect local tax dollars for other services.

Because the project is funded in part by the PennDOT Municipal Liquid Fuels Program, materials and construction methods must meet PennDOT specifications.
