Perhaps the most sobering takeaway was the limitation of local authority over the power grid. Because the Jointure is part of the PJM Interconnection—a massive regional grid spanning several states—a data center built 200 miles away can drive up local utility rates by increasing regional demand.
Furthermore, residents warned of a clever legal loophole: "generators on wheels."
When a data center exceeds its grid allotment, developers may bring in shipping-container-sized natural gas turbines. By keeping these "jet engines" on wheels, they claim the equipment is "temporary," potentially bypassing regulations intended for permanent structures.
The Council noted that while they can require "will-serve" letters from utilities, the global energy market remains a force they can only hope to mitigate, not control.
"The data center doesn't have to be in your town for your rates to go up, the data center can be 200 miles away because we're all... in this giant grid."
