Newtown Township Park Restrooms To Be Re-Opened

The restrooms in Newtown Township parks, including: 

  1. Chandler Fields
  2. Veteran's Park
  3. Robert's Ridge Park
  4. Helen Randle Park

have been closed since the spring of 2020. This was due to the risk of contamination from COVID-19 and lack of staffing to thoroughly clean them. Porta potties were installed starting in September 2020 due to complaints from residents about lack of toilet facilities in the parks (see story below). Good news! At the May 26, 2021, Board of Supervisors meeting, Supervisors approved a contract with BCS Facilities Group in the amount of $1,213.00/month for service of restrooms. Each restroom will be clened two times per week - at the beginning of the week and at the end before the weekend.

Note from Megan Prusienski, Parks & Recreation Director: As of today, May 18th, the restroom facilities in our park system remain closed. Seasonal bathroom maintenance is usually taken care of by temporary workers and after speaking with Public Works and advertising in various places, there have been zero applications for this position*. The department has received numerous complaints from residents, pavilion renters, league organizers and parents. The Porta Potties that have been issued (one per park) are not adequate, have been vandalized numerous times, and are not maintained more than once per week. After contacting the company, they are unfortunately unable to come out multiple times per week to clean. As a result, these Porta Potties have become unsightly and unsanitary.

According to a May 25, 2021, personal communication from Mr. Lewis, “we have 2 part time employees, with an anticipated 2 more starting soon. Mr. Lewis stated “This contract … could be amended, or terminated should we begin to hire seasonal employees.” However, more seasonal employees are needed.

Newtown Township is Hiring: Assistant Township Manager

Newtown Township (Bucks County), a suburban community of approximately 20,000 residents situated in desirable Bucks County, Pennsylvania, is seeking an Assistant Township Manager.

This is a full time exempt position.

This position is an integral part of the Township's management team. The Assistant Township Manager will assist the Township Manager in the day-to-day operation of the Township, which will include managing Land Development and Zoning projects, assists with economic development strategies, provides oversight of projects and purchases, assists with the development of the budget and financial strategy, coordinates with department heads, staff, and the community.

Qualified candidates should possess a Bachelor's Degree in Public Administration, Community Planning, Economic Development, or equivalent, and minimum of 5+ years working for, or with, local governments. Candidates should have municipal government management (strongly preferred) or private sector management experience; knowledge of modern local government management principles; strong financial skills & planning/zoning/land development knowledge; and strong supervisory and communication skills.

Starting salary range is between $85,000 to $90,000 annually depending upon qualifications.


Job Duties and Skills

  • Provides general oversight to Township departments through meetings, conferences and the review of records and reports.
  • Keeps the Township Manager informed of the current operational issues and the conduct of Township operations.
  • Assures that assignments, directions and projects are completed in a timely and professional manner.
  • Attends meetings with various boards, committees, and community meetings, including interacting with other local, state and federal agencies.
  • Troubleshoots operational problems and assists departments in solving problems, especially where two or more departments are involved or in emergency situations.
  • Acts as Township Manager, as assigned, in his/her absence.
  • Conducts research into policy and operational options and makes recommendations on policy, procedures and programs.
  • Reviews and approves financial transactions such as purchase orders.
  • Assists with the preparation of the annual budget and participates in the development and review of the proposed Capital Improvements Plan.
  • Assists in the hiring process with department heads and other management personnel as needed. Conducts interviews of job applicants and recommends appointments to the Township Manager.
  • Familiar with the Pennsylvania Open Records Law and Sunshine Act.
  • Experience with acquisition and administration of public grants.
  • Familiar with the Pennsylvania Municipalities Planning Code, Land Development
  • procedures.
  • Ability to process and guide Land Development, Zoning, and Conditional Use applications through the permitting and approval process.
  • Familiar with interpretation of regulatory documents including Ordinances, Resolutions, and Code.
  • Ability to read and understand government regulations pertaining to all aspects of land development, zoning, code enforcement, and residential and commercial construction.
  • Participates in contract negotiations as a member of a negotiating team.
  • Reviews personnel actions such as salary increases, promotions and job classifications.
  • Makes recommendations on disciplinary matters.
  • Serves as Acting Department Head (upon vacancy of a Department Head position) on an interim basis as assigned by the Township Manager.
  • Ability to work alongside Township staff as part of a larger team, provide team leadership, ensure that building plans comply with governmental requirements, respond to questions from developers, applicants, etc. and provide project guidance in an effort to reasonably advance projects towards completion.
  • Attends evening meetings as required.
  • Performs related work as required.

Compensation includes a comprehensive benefit package. Applicants must be proficient in computer programs and applications, such as Microsoft Office (Word, Excel, Publisher), Google, and various other social media platforms. Must have a valid driver’s license.
