Notice to Bidders: Newtown Township Pedestrian Upgrades

Bids To Be Opened on 27 September 2024
Newtown Township, Bucks County, will utilize electronic bidding to receive sealed bids for the Newtown Township Pedestrian Upgrades project. Sealed bids m u s t be submitted online through the PennBid electronic procurement program prior to September 27, 2024 at 10:00 AM EST, at which time they will be opened and read aloud at the offices of Remington and Vernick Engineers at 1010 Stony Hill Road, Suite 175, Yardley, PA 19067.
UPDATE (9/27/24): The township received a total of two (2) bids as follows:
- T. Schiefer Contractors, Inc.
- Base Bid - $391,915.00
- Alternate Bid No. 1 (decorative poles) - $117,000
- Armour & Sons Electric, Inc.
- Base Bid - $437,445.00
- Alternate Bid No. 1 (decorative poles) - $103,125.00
The Township engineers have started to review all the submitted documentation and will have a recommendation for award as soon as possible. The bids do need to be submitted to ARLE for their review and approval as part of the grant contract. Note that the township received an ARLE Grant of $326,931 for these projects. An additional $50,000 is available from another grant.

This project is partially funded by PennDOT's Automated Red Light Enforcement (ARLE) Funding Program and the PA Department of Community and Economic Development Keystone Communities Grant.
Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid. Bid Security may be provided in the form of a certified check or a bid bond issued by a Surety Company licensed to transact such business in the Commonwealth of Pennsylvania.
Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the Successful contract, the Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value.
Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, where the project cost is $25,000 or above for public work.
Only the Successful Bidder for a contract will be responsible for payment of a fee to PennBid and for bearing the cost thereof. The amount of the fee due to PennBid is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by PennBid to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $100.00 and the maximum fee is capped at $5,000.00.
UPDATE (11 Sep 2024): The following vendors have accessed files related to this project. To date none have submitted bids. Usually, that is done at the last minute to prevent competition from seeing the bids and low balling.
